Which H&M card should I buy?

Buy the card for the country where the recipient shops: a UK card works only in UK stores and on hm.com UK, a German card only in Germany. In North America, a US card spends online only on the US site and a Canadian card only on the Canadian site. The balance stays in the currency of the country where the card was issued, and online it can only be spent on that country's hm.com site.
